It is on average how many above par your score is. For example if I go in competitions and shoot 8 over par my handicap would be 8. So now when I play in competitions I get 8 shots off my score this means i have a chance of beating someone off 1. It makes it so people can compete at all levels. The number describes the golfer's playing ability
