A cheap set are ideal. The best type of irons are oversized ones with big heads so they are easy to hit. Get regular shafts because you will have little control of your swing. For the woods get ones with large heads and lots of loft. Again regular shafts are ideal.
Some beginners may also like hybrid clubs, they are very easy to hit, the replace long irons.

The best type of beginner clubs would be ones that maybe come in a box set. You would look for one that has forgiving irons which are preferably oversized so easier to hit. Offset woods would also be ideal as beginners genearally tend to slice the Golf ball. A beginner will have quite a slow swing speed so regular shafts would be ideal.
It depends on your skill level...
If you are a beginner you might like hitting a complete set like I started with, hit Maxfli Revolutions or a similar set, Walter Hagan T3 is also a decent complete set.
As i got better i upgraded my clubs, I switched to Callaway Big Bertha Woods and Driver. Nike NDS Irons and Ping Wedges.
My Next set was Ping G5 irons, Nike Dymo Str8-fit Driver and Woods with titleist vokey wedges and i got a taylormade rossa putter.
Now I'm shooting scratch golf hitting Nike VR split cavity forged irons, Nike VR STR8-FIT Driver and Woods, A Nike VR 3 Hybrid, Nike SV Tour Wedges and A Nike Method Putter. This is by far the most advanced set you should get unless your a professional. These irons hit great but aren't very forgiving.
P.S.- Always play Titleist Pro V1x Balls. Even though i hit all Nike clubs with all nike equipment and apparel, No golf beats the Pro V1x!!
The idea clubs for a beginner would be perhaps a driver which has quite a bit of loft, about 10.5 - 12.5, with a regular shaft, this will help you get the ball airborne and also some offset on it to prevent slicing the ball so much. The irons should be oversized for maximum forgiveness and also some offset, again to prevent you slicing the ball.
Depends how much money you want to spend. You would be best buying a full set of clubs in a box set, these would cost around £200/$300. Wilson do a good set of these, however mainly small less known brands make these.
Ping/ Taylormade and Callaway make game improver sets, these would be ideal but quite expensive.
Just make sure you get oversized/ offset woods and oversized irons, these give you the best opportunity to play your best.
It isn't so much the brand, its the type of club. Look for what are termed "game improvement" irons. They are generally made to be more "forgiving" if you mis-hit the ball. Many brands make a game improvement club. For example Ping G10, Callaway Big Bertha, Nike Slingshot OSS. My advice would be to buy a full set of cheapies from wal-mart or wherever, because the names I mentioned above can be expensive. There are some companies that sell full sets with a bag that are good for beginners. I would recommend buying a good quality putter though... Good luck!
The best thing to do is to buy a full box set of golf clubs. These have a bag, a driver, woods, irons, maybe a hybrid and a putter. Depending on how much you want to spend, there are a number of box sets available.
Since you are a beginner you would benefit from offset woods/driver and irons, these will help straighten you out.
If you wanted to you could buy all second hand clubs which could be of good brands. These will be more expensive, but to be honest once you start playing the game, and if you enjoy it, you will want better clubs anyway, so it will save you buying twice.
Brands for a decent set of clubs would be Wilson, Cobra, or even Cleveland. The premium brand clubs would be Titleist, Taylormade, Ping and Callway. They quite expensive, but game improvement sets would be good.
An important thing for a beginning golfer is to get sized for clubs at a reputable golf store. Often, a beginning golfer only needs a basic set of clubs and most professional instructors would not recommend spending a high amount of money on a set of clubs.
any set you shoot a good game with and you are comfortable with is a good set of golf clubs.
