It depends, is it for a guy/girl? How old is the person? Does the person train on sprinting or just out of nothing?
For a girl/woman, I'd say it's a really good time. For a guy below 16-17 years, it's pretty good too. If you're older, it's not bad, but not great either.
If the person doesn't train, it's a great time nonetheless I think. I'm a sprinter, 20 years and I run 11.30, but after a few months of training. So it all depends on the characterisics of the person you're talking about (or yourself, I don't know :p)
