This is a much asked question, and perhaps unsuprisingly, Nadal will not reveal his training program as he has been asked in many interviews. We do know that he does far more weight retension excercises than actual weights. It is also worth noting than just lifting weights to get arms and torso like Nadal will not mean that you can generate the same power as him on court. He focusses on muscle groups rather the individual muscles, and this results in far more explosive power in his shots. If anyone can add to this please do, but it is difficult to find a reliable source to answer this question. (Also, from January, Nadal's biceps will not be on display nearly as often as he is losing the sleevless shirt to go for something more class)
