∙ 15y agoNo, there is no penalty. What you do is replace the ball as close as possible to where it was before it was moved. If the animal runs away with the ball and you cannot get it you simply use another ball, but you must declare this to your playing partners.

∙ 15y agoYes, if you are deemed to have addressed the ball there is a one shot penalty and the ball must be replaced. The same happens even if you are at address and the wind blows the ball.

You have made the distinction between, in the hazard and outside of the hazard, because of course, you can not ground your club in a hazard. If you address the ball but step away and take a practice swing there is no problem. You only incur a penalty if you knock the ball with the club and it moves. Also, a stroke is only deemed to have taken place if you make a genuine attempt to hit the ball.
