Yes you can run in track shoes without the spikes but, I think that you should have spikes at the bottom of your track shoes because if you have the spikes then you can run faster than you would without them.
Track and Field athletes that run during the indoor season run with studs, also known as blanks, in their shoes so as to not ruin the shoe or the track. They still choose to wear their spike shoes do to the lightweight nature of the shoe and the fact that they are accustomed to running in them. However, it is not recommended to wear stud/blanks on outdoor tracks.
