Well, since most of Canada is NOT frozen all of the time, the above answer is not correct. 95% of the Canadian population lives within 100km (60 miles) from the Canada/U.S. border, so we have the same weather as all of the northern American states (Oregon in the west, all the way to Maine in the east).

I grew up in Thunder Bay a town of about 120,000 and we had 30 outdoor rinks. All you need is a stick and a pair of skates and you are ready to go. It didn't really catch on in Norway with similar weather. It caught on here because of the tradtion and great heros and battles between great Canadian teams in the past. The original 6 as they were called hardly had any American teams winning the cup.
The league consisted of Montreal (24 Stanley Cups) Toronto (11 Stanley Cups) Chicago New York Rangers Boston and Detroit. History would have been different if the Canadian teams weren't so successful. This league stayed 6 until expansion in 1968. Rangers and Red wings hadn't won cups in 50 years prior to the 1990's.
It's a simple function of culture and availability.
Hockey is the most popular sport in the country and as a result it's part of the fabric of the nation.
Perhaps more importantly, because it's popular there are far more arenas, youth hockey organization and facilities for players to hone their skills. Add to that the natural cold weather making pond hockey readily available.
In Canada, most kids grow up playing hockey at some level while in other nations kids tend to play Baseball or football and perhaps hockey at a later point in their lives and miss the chance to build their skills at a very key developmental age.
