The pitcher who got the last out in the previous bottom of that inning. In other word, that pitcher can be credited with the win by making only one pitch. If I'm called in as a reliever and get a ground out to end the inning and then my team goes ahead in the top of the next inning, I would be the winning pitcher. Even if i only threw one pitch.
Ted Williams hit a home run in his last at bat off of Jack Fisher of the Baltimore Orioles on September 28, 1960.
The last MLB pitcher to pitch at least 162 innings (must pitch 162 innings to qualify to win the ERA title) and have an ERA under 2.00 was Roger Clemens who had a 1.87 ERA for the Houston Astros in 2005. Prior to that, Pedro Martinez had a 1.74 ERA for the Boston Red Sox in 2000.
The pitcher who's team wins the game from the point where the last score was tied. However, for a starting pitcher to get credit for a win they must pitch into the 5th inning and have their team tied or leading at the time .
Mark Buehrle is currently the last pitcher to throw a no hit game for the White Sox. He threw a perfect game for the Sox on July 23, 2009 and a no hitter prior to that on April 18, 2007.
The pitcher of record, i. e., the pitcher who was the player who last pitched, would get credit for the win. The pinch hitter or pinch runner is not considered the pitcher until he takes the mound, not when he replaces the pitcher as a pinch hitter or pinch runner. To further explain, even if the pinch hitter or pinch runner, or another pitcher enters the game to pitch after the end of the inning in which they pinch hit and/or pinch ran, and the losing team does not tie the game, or go ahead, that previous pitcher (the one that was pinch hit for, or pinch ran for) gets credit for the win.
Because the pitcher is typically the worst hitter in the lineup, and the last spot in the lineup gets the least at-bats.

Cliff Lee on August 19, 2009 when he threw a 2 hitter against the Arizona Diamondbacks, winning 8-1.
As of July 2013, the last Catholic Cardinal to resign was the Archbishop of Edinburgh, Keith Cardinal O'Brien, there is an article below:
A slider is a pitch in baseball that breaks laterally and down. It is not thrown at the velocity that a fastball is thrown at, but its velocity is faster than a curve ball. The break on a slider is not as big as a curve ball. The slider is similar to a cut fastball, but will break more than a cut fastball.
