I don't know the exact inventor of soccer, though what I do know, is that it was invented in England. I think it was a number of people who invented soccer and not just one person.
Look at the question (on this site) Where Did Soccer Originate? I answered that question and it has more information on where it originated and the spread of soccer over the years from when it was invented. (I am not completely sure when soccer was invented though).

Soccer was originally played in Europe where a round object, perhaps a pig's bladder, was kicked from town to town in a very violent way involving attacking people to get the objet. This game was eventually outlawed insome nations. However later on, the british took this violent game and put rules to it making it the game you know now. Still no-one knows exactly who made these rules. The British, is all I know.
There doesn't appear to be a solid answer to this question. Soccer was first played in England, but no one is sure exactly which person or group founded it.
England was the first country to play soccer(football) because the sport was created there.
Soccer was first played in London in 1863 so it was never invented in Russia. The British introduced soccer to Russia. The first match with all-Russian participants was played by the St. Petersburg sport hobby group on Oct. 24, 1897
