Lenin was the person who argued most vociferously for the overthrow of the Provisional Government. He slipped back into Russia after fleeing in July when the abortive first coup was attempted. At a meeting of Commissars of the Soviets, Lenin demanded that the Bolshevik Party stage its coup at this time. Grigori Zinoviev and Lev Kamenev were against it and even wrote newspaper editorials against it. Nevertheless, due to Lenin's persuasive arguments, the Bolshevik Party decided to go forward.

Leon Trotsky was more instrumental in the actual operation of the takeover, e.g. planning and coordinating the seizures of various key military and communications installations.
