Although he played division III, his record is so outstanding I think it is a good answer to this question. The best I can find is Bill Borchert, the QB at Mt. Union from 1994 thru 1997. His career TD/Int ratio was 141/17. His best season was 1997, at 47/1.
Otto Graham was a Quarterback for the Cleveland Browns. In addition the Quarterback, Graham also played defensive back and served as the Browns punt returner from 1946-1947. After his career as a player ended, he entered coaching, first at the Coast Guard Academy and then for the Washington Redskins. After the Redskins, he returned to the Coast Guard Academy, ending his career as a college coach. He played for the Browns from 1946-1955. The first four seasons of his career, 1946-1949, the Browns played in the AAFC, the All American Football Conference, The AAFC was not part of the NFL at that point. The League folded following the conclusion of the 1949 season, The Browns (along with the San Francisco 49ers & the Baltimore Colts) were merged into the NFL. Graham continued with the Browns until he retired from playing after the 1955 season. During his 10 year career, the Otto Graham led Browns won all four AAFC Championship titles. The last season, in 1948, the Browns were a perfect 15-0 ( 14 regular season games & the Championship game), Graham continued his winning ways after the Browns entered the NFL, playing in all 6 championship games, winning 3 of the 6 games. Otto Graham was elected to the Pro Football Hall of Fame in 1965. He passed away 12/17/2003 at the age of 82.

Spergon Wynn threw 1 Touchdown and 7 Interceptions in his career. I'm pretty sure 1/7 ratio is the worst ever by. And the worst part is he was chosen before Tom Brady by the Cleveland Browns.
132 touchdowns to 38 interceptions so far in his career
