The minimum number of signatures to be considered to be a team signed baseball would most likely vary from collector to collector. For the most part 15, 17, 21, 25 or more. I have heard of collectors considering 12-15 signatures to be sufficient. A baseball with 9 signatures or less might put it below the borderline, and ten it would be considered a "team" multi signed baseball. If the baseball has most of the key signatures it could pass as a "team signed" with a lower value. The more signatures and key signatures, the more valuable.
