There are three major entities associated with Basketball's "governance."

The National Basketball Association is the top North American league and governs play of its franchises in the United States and Canada. As the top league in the world, it also has to deal with foreign leagues.

Foreign leagues are autonomous but compete for international and interleague in what's known as Euro League (the Euro Cup is the championship).

In conjunction with these organizations as well as the IOC, FIBA regulates international play such as the World Championships, Olympics and continental tournaments. FIBA stands for Fédération Internationale de Basketball Amateur, although they have not retained the "Amateur" portion since 1989 though it remains a part of the acronym.
