The Dallas "Steers" never played a game. The Steers name was changed to the Dallas Rangers, and then to Cowboys before the team ever played a game. Therefore the First Steer quarterback was also the Cowboys first quarterback, Eddie Lebaron.

Neil O'Donnell started his first NFL game at quarterback with the Steelers in 1991.
In 1995 the emergency Quarterback rule changed to allow the 3rd string Quarterback to come into the game during the 4th Quarter, regardless if the other Quarterbacks were able to play. Prior to this the 3rd string Quarterback could only come in if the other two were unable to play, therefor they could not reenter the game. Source: www.sportsattic.com/araig/NflRulesHistory.htm
