The Unified Team (Former USSR members Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrsyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan) won the most gold medals at the 1992 Summer Games with 45.

This is a hard question to answer because the olympics started over 3,000 years ago. But maybe if we start with which country has won the most gold metals in the last 100 years it'd be easier to answer I'll go with that ok and research it for you and see what I can find cuz I'm curious too. And I don't think the 92 games is what you asked about.
