Because the NFL, as a huge company, has to spread the interest and fan base of every team. They can't show favoritism as that would be counter productive to their business. Truthfully the NFL should avoid coverage of teams with massive fan bases like the Steelers, Green Bay, and Dallas to encourage more fans to follow the teams with terrible fan bases like the Ravens, Texans, Bengals and Jacksonville.
The Kansas City Chiefs have relatively cheap merchandise compared to other teams due to the poor record they have had over the seasons. Since teams with not much of a fan base do not sell much merchandise the price is relatively cheap.
