Basketball officials are also known as "referees" or "refs." They have to understand all of the rules of basketball (which varies upon leagues) and enforce them. In a way they can be related to police of the society. They enforce laws or rules and there are punishments. In basketball, the punishments can include fouls or technical fouls, or a player can be credited with a turnover and give the ball to the opposing team.
Elected officials have responsibilities to their electors, not rights.

The roles and responsibilities of the officials are to officiate the game. The officials primarily judge whether the balls were hit in or out. The officials also must watch whether the players perform foot faults.
The officials are there to help players with rulings. The rules in golf are there for the benefit of the player. They instruct them of their options and ensure they don't do anything which is against the rules.
