There are always 11 players on the field at one time....unless on team is forced to play with less because of missing players. Or if one player gets a red card and is kicked out of the game... then their team will have one less player until the have an opportunity to sub someone in (this is set up with a diamond defencive which is not always used, but is very efective!)

The gear is cheaper than American sports (filled with timeouts and played by 400+ lbs atheletes) so it is afforded by poorer nations.
