Every NFL team plays:-every team from their own division twice (1 home, 1 away). (6 games).-One game against every team from one of the divisons of their own conference on a rotating 3 year cycle. (4 games)-One game against every team one of the divsions of the other conference on a rotating 4 year cycle (4 games)-The other two games are based on how the team finsished in their division the previous year: The teams that finished in first place in their division the previous season will play the all the other same-conference teams that finished in first in their respective division the previous year, excluding the team they already played based on "playing every team from one of the divisions of their own conference on a rotating 3 year cycle" The teams that fisnished in second place the previous season play the other teams that fisnished in second place the previous season, third place vs third place, and 4th place vs 4th place. Please realize though, that teams do not play teams outside of their conference based on this 1st place vs 1st place, 2nd place vs second place, etc thing.

When the NFL & AFL merged for the 1970 season, the AFL teams were all placed in the AFC, and the NFL teams were placed in the NFC, with the exception of the Pittsburgh Steelers, Baltimore (now Indy) Colts, and Cleveland Browns (now Baltimore Ravens), who were moved to the AFC to even things out. I'm not sure how decisions are made as to which conference new expansion teams are placed in.

i belive the league just comes up with it I know it has nothing to do with location.

In 1970 the AFL and NFL merged. Two conferences were created: The AFC and the NFC. All of the old AFL teams became members of the AFC. The old NFL teams became members of the NFC. Three teams from the old NFL were moved to the AFC: The Baltimore Colts, the Cleveland Browns and the Pittsburgh Steelers.
