There's no way to tell for sure, the guys in the stripped shirts (referees) are on the ice to make those determinations. There are however, a few basic guidelines. You can't take more than 2 steps before you hit someone (or else it's charging, a 2 minute penalty). You can't hit someone who doesn't have the puck or just got rid of it (interference also a 2 minute penalty). Also you can't hit someone when there facing the boards or too aggressively near the boards (boarding, could be 2 minutes or 4 or 5). No hitting with the stick either (slashing, crosschecking).
