Why are women's breasts considered Obscene or indecent?

Religious beliefs. That's why. It's just a way for the religious to shame women, as usual. Sadly, most people don't see religion as a reason and fall for the whole Propaganda of women tempting men. Basically, religion failing to accept Biology and reality. It used to be pre-1936 that men's nipples were also indecent, but men fought for topless rights and they got it right away (Why? Because they're men and in most religions, men are superior). Women have been body- and slut-shamed and most still feel ashamed about their own bodies. It has been due to religion and ignorance that women's bodies have been considered strictly sexual and in religion's eyes, sexuality is bad. So, women are religion's scapegoats. Also, people fear change. So, that is why that women's bodies are still considered indecent. Because religion fears sexuality and confrontation.
