It really depends on what you buy, but I believe you would be looking at spending at least a couple grand. Skydyving chutes won't work for base jumping with out making some dangerous modifications. I think a parachute alone is like $2000, but then again that depends on what you buy. It's also recommended that you skydive a lot so that's a good amount of money too.
That is a hard question to answer. Maybe the question which should be asked, is it possible to minimize the risk of death in BASE jumping. The answer would be yes.
As with every 'risky' sport, you can choose to push the limits, or tread a safer path. For example in BASE jumping there are those who fly wingsuits. The risky path is to fly it close to the big cliffs they jump from. Its very exhilarating, but reduces your margin for safely. Others choose a safer path and this involves flying directly away from the cliff.
However to provide you with a statistic, some people have mentioned that the Death Rate is 10 times higher than skydiving. To become a BASE jumper, you first have to become a competent, experienced skydiver with hundreds of jumps under your belt.

Cheddar Gorge base jumping is just base jumping at Cheddar Gorge. Base jumping is a sport where someone jumps of a solid/fixed object that is high above the ground and pulls the string attatched to their parachute which is on their back, so they land safely on the ground.
