I do not believe it means anything, except the same thing as secretary. Penny Chenery's father's secretary sent in the name, that might have something to do with it. And it's really catchy.

In addition to the above, it is an office responsible for the secretarial, clerical and administrative affairs of a legislative body, executive council or international organnization
