The process for selling a foal is the same as a horse: You click on the little button above the name of the foal that you want to sell, that says sell my horse. It will ask you if you want to use the private or auction sales and click on whichever you want. Then you can enter the price and comments and press OK at the bottom of the page to sell.

No, they are not sold, you can choose to sell them if you want to but you get a lot more money for them if you get them to the age of 2years six months because then they can breed. I would advise you to get to that age because then you can sell it for maybe even 400e more than if you sell it as a foal and sometimes they won't even get sold because nobody wants a foal unless it had superb breeding.
A large foal averages around £1500.

On the game, the foal stays with it's mother until it is 6 months old. You can sell the horse before 6 months though. The horse will never go to its dad, it will stay with the mother always unless you sell it.
