A handicap of 16 is respectable if you aren't planning on trying out for the PGA. A 16 handicap says your average score is 16 shots over par for that course.
You must be a lady golfer, as the maximum handicap for men is 28. But, it all depends on the competition scratch score. If the c.s.s was equal to par, your exact handicap would get cut by 6x0.4 = 2.4. So if you played off 36.0 you would get cut to 33.6 (34).
The same as you score any game of bowling. A scratch game means no handicap is involved. Your total for a scratch game is the same as your score for the actual game you bowled. Your total for a handicap game is the actual score you bowled plus your handicap.

If a player has a plus 2 handicap say, you calculate their gross score and then add their handicap to it, instead of taking it away. Points wise, they will get no shots, but the difference is to get two points on the stroke index holes 1 and 2 they will need to make birdie, a birdie effectively becomes par on these holes.
Well it is hard to say, if you told me what your handicap was I could tell you what you needed to shoot to get down. If you kept shooting 8 over the standard scratch you would get down to 9 eventually. If you were getting your first handicap you would need to shoot a total of 27 over for three rounds, this would give you a nine handicap.

A person with a zero handicap is also known as a scratch Golfer. The handicap system works as follows, you play a round, you shoot a gross score say 80, you have a handicap of 8, you take this away from your gross score and this gives you a nett score of 72. When you have a 0 handicap, you shoot 72, and you take away the handicap which gives a nett score of 72, which is again set against the CSS to see if you get cut or go up. A scratch Golfer is a very good Golfer who will usually shoot level par or better.
The maximum handicap for a woman is 36 as apposed to a mans maximum of 28.
