I don't know about comics, but in the movie, he was running from the cops and fell into a pit of sand, which was actually a part of a sand mutation experiment. Then the machine fired, and with him still in there, the sand mutated and mutated him as well. In the MOVIE. I don't know about comics or anywhere else.
