In most schools you can sign kids up when they're 5 or 6.
Where i go, if you reach the Black Belt level when you're under 15, you're given a probational black belt, which means when you turn 15, you can test for your 1st Dan Black Belt at the adult level.

No it's for any age group, as long as you are capable and able to keep up. ie. no injury's etc.. I set my classes at age 7, but allow younger children to 'try out' for the class. I've had 4 year olds that were very focused and a pleasure to teach, while there are others at age 10 that I've had to kick out of class. It is really a matter of combining their ability to focus and concentrate and not disrupt the rest of the class. As a teacher, I can't spend the entire time trying to keep one child in line while the rest are ignored.
That will depend on the specific style and the schools. Many offer a provisional or junior black belt before they reach the minimum age. In my school you have to be at least 14 to get a black belt.
There is no age limit. You can get a black belt whenever you are competant enough for the black belt grading test. This usually takes 3-5 years depending on the person.
