Probably as a result of the promotion of Far Eastern martial Arts in the West.

Throughout a period that spanned roughly the late '70s to the mid '90s, interest grew in Western society regarding the martial arts that were practiced in the Far Eastern countries such as Korea, China, and Japan. This was promoted by some of the martial arts films that came out of the same period and starred the likes of David Carradine, etc.

Karate and Judo had always been a minority Martial Arts sport that had been persued in Western countries ever since Victorian times, but US popular culture accelerated the level of interest in martial arts via film and TV shows. People who were not particularly physically strong suddenly realised that they could defend themselves by the use of Oriental martial arts if they found themselves to be bullied, threatened or abused, and the enthusiasm for the technique found itself a new following in Western society.

A lot of people from every country around the world, in all walks of life, and at every age group. Taekwondo is very popular and is not restricted as to who can participate. Not every school teaches authentic Korean Taekwondo accurately, and not every student acts in accordance with the principles and spirit of Taekwondo as a Martial Art of self improvement and self defense, but the ones that do are studying Taekwondo as a way of life. The training can be modified depending the age (very young, middle age, or very old), and according to physical or mental challenges, but should always be focused on integrity and ideal action for seeking an enlightened path, and learning to defend yourself with a moral and ethical code of conduct. This is to say that not everyone who takes up "fighting" by imitating the kicks of Taekwondo are actually training in, or living by the true art of Taekwondo, even if they are using the term Taekwondo to describe what they do. It is the attitude and conduct of the student and instructor - not the word "Taekwondo" that makes itthe legitimate Korean Martial Art.
