well for one the navy et al were not ready for an attack and it took time to get their defense plan into action. remember it was 7:30 in the morning when the attack happened and most people were still sleeping on a Sunday morning. so we must give credit to the ranking officers who got the navy into a somewhat offensive mode rather than the defensive mode they were in when the attack started
The problem isn't so much as who should have WMD, but more of who shouldn't have them. The general consensus internationally, is that countries like North Korea and Iran have unstable governments and may use WMD for offensive rather than defensive purposes.
