At least in western Canada there are many recreational kart tracks where kids can learn to drive a kart. The next step if you show promise ,is to join a kart club and start racing competitively in junior leagues.
This is possible in Canada, so I'd bet it's also possible in US, Australia and Britain.
Not a real car, but think about a toy one, if you could fit.
11 year olds can drive: dune buggys, Golf carts, toy cars, go karts, and... idk.

no because in order to be able to drive in the streets you have to have a licence and only if your go-kart is over 150 cc you can and you would have to go and get plates for it i have a shifter kart and i drive it on the street cause i have plates
