Probably because the timing is off. It sounds like it is too far advanced or before top dead center. In other words firing the spark plug before the piston reachs the top of the stroke making it push the engine in reverse.

How do you change the belt on a yerf dog motor?
Place woodblocks under the rear frame of the go-kart to raise it off the ground. Remove the belt guard by pulling out the cotter pin. Position the belt beside the clutches so that the arrow printed on the top is pointed toward the front of the kart. Wrap the belt around the clutch attached to the engine, then wrap the other end of the belt around the clutch. The belt should not make it completely on the second clutch. Rotate that second clutch while pushing the belt into position. It will slide on as the clutch rotates.
