Probably Albert Pujols. As of games played on August 18, 2011 ... the active MLB leaders in home runs are Vladimir Guerrero and Chipper Jones who have 446 home runs and Albert Pujols who has 438 home runs. Vlad (36 years old) and Chipper (39 years old) are a little long in the tooth and have seen their better days. It is doubtful that either will reach 500. Albert is 31 years old and has several years left in his prime so, barring disaster, Albert will probably reach 500 home runs early in the 2013 season.

Willie Mays, Hank Aaron, Eddie Murray, and Rafael Palmeiro. With one exception, every player eligible for election to the Hall of Fame, that has EITHER 500 or more home runs OR 3000 or more hits, has been elected to that honor. Palmeiro has done BOTH -- but might not ever be elected, due to his positive test for steroids, just months after VERY explicitly denying having ever used them.
