I don't know if I have found the HoF outfielder with THE fewest HRs, but here's a start: Billy Hamilton had a mere 50 home runs in his HoF career.
With 3,379 total career at-bats, his ONE career home run would make him the low total "champ", of those players who have at least 2,500 at-bats, that have hit at least one HR (if ' Wiki ' can be trusted).
As best I can tell it's Ryan Howard. At the end of the 2012 season, he had hit 300 home runs and had played in 1098 MLB games. This beats Alex Rodriguez (youngest player to reach 300), Mark McGwire (fewest AB and PA to reach 300), and Babe Ruth (took over 1150 games to reach 300).
The statistic usually recorded is "At Bats per Home Run." In other words, how many at bats would, on the average, occur before the player would hit a home run. Baseball records along these lines generally require 1000 plate appearances. The all-time leader is Mark McGwire, who would need only (on the average) 10.61 at-bats between home runs. Number 2 is Babe Ruth, with 11.76.
The youngest player to reach 500 was Alex Rodriguez who was 32 years, 8 days old. Jimmie Foxx is second at 32 years, 337 days. The fewest at bats needed for 500 home runs was 5,487 by Mark McGwire. Babe Ruth is second at 5,801 at bats.

That was the 1982 St. Louis Cardinals that defeated the Milwaukee Brewers in the World Series. The Cardinals 67 home runs were the fewest in MLB by 7 (Astros hit 74 HRs). Other teams that won the World Series and hit the fewest home runs in MLB were the 1965 Los Angeles Dodgers (78 HRs), 1924 Washington Senators (22 HRs), and the 1906 Chicago White Sox (7 HRs).
