That player is called the "libero". They are a defensive player, and there are some limitations on what they are allowed to do:
-they are not allowed to serve
-they may no attack the ball (spiking the ball if it's above the plane of the net)
-they may not come within 3m of the net (there's a line there called the "attack line") and use their hands to set an attacker.
They are allowed to come in for any player though. Volleyball substitutes can normally go in/out for one player.
I play volleyball and volleyball does not have a player from another team. What you are referring to may be the libero. The libero is a player that wears a jersey different from the ones that the rest of the team wears. They wear it to show that they can substitute in for any player in the back row of the court at anytime.

It depends on the volleyball but most are in the range of $9-$50. The less expensive ones are the Wilson volleyballs and the Spalding Volleyballs

Volleyball officials are the only ones who have the right to call "in or out." They monitor the court making sure one of the players does not touch the tape of the net or go under the net. They are most of the time helpful in volleyball games. :)
