In MLB, a player is considered a rookie if they start a season with A) no more than 130 at bats in major league games (for non-pitchers), or B) no more than 50 innings pitched in major league games (for pitchers), or C) no more than 45 days on the active roster of a team(s) between the beginning of a season and August 31 (for pitchers and non-pitchers).
To be a decent softball pitcher it could take 3-4 years to pitch a softball. Fastpitch that is. The ball is bigger and weighs more than a baseball. The wind up is tricky. Most pitchers that I know have to practice their pitching around 3 to 4 days a week.

It's to give the pitchers an advantage. Of course, these days, there isn't much of an advantage. Back in the 60s, it was raised (the mound was made higher) since the pitchers complained about the batter's advantage. Shortly thereafter, it was lowered to its present height due to the dominance of pitchers like Bob Gibson.
