Road bikes are used on hard surfaces, where a slick tire will give the most traction/friction with the least rolling resistance. MTBs are intended to be used off road, where knobbly tires are needed to dig into the sand/dirt/mud in order to provide traction/friction.

It's the same reason behind jeeps and 4x4 cars having much knobblier tires than ordinary road cars.

Why do mountain bikes which are designed to be used off-road have much rougher tires than racing bicycles which are designed to be used on an even surface?

On a smooth surface the best traction and lowest rolling resistance is had from smooth tires. On an uneven or soft surface, like mud and sand a treaded tire offers the best traction, and the poor rolling characteristics is a trade of you have to live with.

A cruiser bike is a bike that gives an upright riding postion, is usually blinged out, and is ridden rather sedately. MTBs are available in several different versions(XC, AM, DH), but basically they're about providing a compromise between ruggedness and rideability. Mountain bikes have much knobblier tires and usually have suspension, which is rarely available on cruisers. Mountain bikes are also used competitively.

Why do road bikes have thin tires?

Road bikes have thin tires because they are operating on smooth surface and should be light.

Why do mountain bikes have flatter tires with a rough tread?

For better traction. Street bikes are made to ride on concrete and tarmac. Pretty much the same terrain everywhere. Mountain bikes are made to ride on dirt, mud, gravel, sticks, rocks, grass - and to get traction on those types of surfaces you need a wider, knobblier tire.
