Well, you can't just say you're going to hold the Olympics in, for example, Australia. It has got to be held somewhere in Australia. You can't just hold the Olympics in Australia. Then people would be unsure of where it is being held. You can't just plonk the Olympics down in the middle of nowhere. It has to be somewhere.
