Who organizes boxing? This can be a tricky question. You have the State Commissions/ then you have the Boxing Organizations which regulate title bouts and ratings. And with the various Organizations you have established 1st/ -vs- "2nd" echelon organizations. The WBC, WBA, IBF and the WBO are the four (4) established 1st echelon organizations which govern boxing presently. Now, if you go and talk to a publishing entity such as Ring Magazine, because of their interests and because of who in the ed. there, presently, they will tell you that Ring Magazine and whom they bestow as Champ is all that really matters. Of course, such is a bias opinion. You will get opposing viewpoints from persons who have vested interest in certain organization.

There is no definitive answer Several names are commonly at or near the top of such lists. Ali - hard to pick against in a head to head match Louis - greatest number of title defenses best legacy Dempsey - greatest number of 1st round KO's Marciano - undefeated (nuff said) Johnson - first black HW champ overcame great prejudice - master of defense Are the names most often suggested. The International Boxing Research Org. also has high regard for Jefferies. Some knowledgeable modern fans place Tyson and Lewis at or very near the top. Ususally modern list have Ali and Louis #1 and #2 but the order changes from list to list depending on a varity of circumstances.
