If your talking about trails running trough the woods and are used for races than nobody manages them. They are made by the rider them selves and I know if I see trees down across the trails, I'll get tractor if the tree is big enough and move it out of the helping not only me but also everybody who rides on that trail.
if you want a bike for trails and dirt go for an eastern trail digger or a fit bike

An enduro bike for endurocross (long off road trail racing). They are also good for anybody who likes to ride on trails.
I asked my buddy the same question. He said that a Yamaha CRF125 is a good beginner trail bike for someone that's about 5'8.
In the state of Michigan you can only ride dirt bikes on specified trails designated for such activities. You must also have the proper permits on the bike in order to take part in dirt bike trail riding throughout the state.
