Well, you couldn't tackle him as such. If you tackled him and didn't get the ball it would be a foul. You may even get a red card for a stupid tackle. If he drops the ball and you stick your foot out and take it that is fine.

Not a chance. No referee is going to allow this. If they do, immediately inform their game assignor so it may be addressed.

You may not challenge a goal keeper while they are releasing the ball from their possession. Thinking that the split second of time from when they let go until they kick is a loophole is a mistaken assumption.
