Chariot racing was not invented in Rome. The Greeks definitely had chariot racing and possibly the Etruscans before the Romans. The sport caught on in Rome, at first in connection with religious festivals. It gained in popularity and the Romans refined it and professionalized it. The Etruscan king, Tarquinius Priscus was the first to build the Circus Maximus, a permanent place for the races instead of the open fields that were previously used.
