It is determined by how many balls are pitched to you. It has nothing to do with the score. Step 1 is the first four balls. Step 2 is 6 balls, and so on. I just counted step 7 and it is 9 balls. Also there are 15 steps in Minor league. I think there is more on major league but I'm not sure.Sorry
