I can only answer for the system we have in the USA. Our organizing body is the USSF and they offer, through each state's organization, referee clinics that generally last about 8 hours, followed by a test.
This training will result in a Grade 8 or Grade 9 license which would allow one to cover most youth matches and some of the lower level amateur adult matches. In reality, no assignor is going to give adult, older youth, or competitive matches to a brand new referee. To start, the beginning matches will be 6 to 12 years old in recreational leagues.
As proficiency is established, through experience and observed through evaluations, then better assignments will come. The referee then has a choice to take additional clinics, fitness tests, and evaluations to move to higher Grades 7, 6, 5, etc.
