The passer is also known as a quarterback (QB)
The NFL has a way of measuring the performance of a quarterback with something called a passer rating. The highest career passer rating is 96.8 by Steve Young. Click on the 'Passer Rating' link below to see how it is figured.

Easy, Montana won 4 Super Bowls as a starting quarterback and Steve Young won 1. So Montana was the better quarterback.
Former NFL lineman Deacon Jones invented the term when at the time the NFL didn't track sack stats. If they did it would probably be revealed that Deacon is the all time sack leader. It comes from the fact that SACKING a city is just as devastating to the city as a QB being tackled is to the offense.
Ben Roethlisberger is by far the best quarterback since Terry Bradshaw. He already has 2 Super Bowl rings. Ben is second on the Steelers in career passing yards, touchdowns and completions. He has the best completion percentage and passer rating in Steeler history. He is expected to be the best Steelers quarterback by the time his career ends. Roethlisberger only 28, has achieved much more with much less talent around him that Bradshaw did. Compare Joe Greene, Mel Blount, Jack Lambert, Jack Ham, Lynn Swann, John Stallworth, Franco Harris, and Mike Webster to Hines Ward, James Harrison, and Troy Polamalu. Bradshaw had much more talent on his team. With a career passer rating of under 71, Bradshaw had one of the lowest passer ratings for a Superbowl winning quarterback. He ended his career with 2 more touchdowns that interceptions. However, Roethlisberger is into to much legal trouble that sometimes limits his play time.
The foul is called "roughing the passer" and the penalty is 15 yards against the defense.
Thru week 8 of the 2008 season (not counting the 10/27/2008 MNF game), San Diego Chargers quarterback Philip Rivers has the highest passer rating in the league. His current rating is 107.8. He is followed in the passer rating standings by Tony Romo (Cowboys) - 103.5 and Kurt Warner (Cardinals) - 102.1.
The NFL passer rating formula is a statistical calculation used to evaluate a quarterback's performance based on their passing statistics. It takes into account a quarterback's completion percentage, yards per attempt, touchdown percentage, and interception percentage. The formula produces a rating between 0 and 158.3, with higher ratings indicating better performance. This rating is commonly used to compare and rank quarterbacks in the NFL.
