It really depends on the school. Some schools (i.e. Division I college schools, large High Schools, etc.) have sports programs that are top in the nation, and thus, much more money will be spent on facilities, equipment, etc. Smaller colleges and High Schools will not spend as much, and some even have less sports to offer than others, further reducing the cost.
That is the division below division I. Division one is where the top schools play while division two is for schools who don't attract many athletes or are a small school.

As a matter of fact there are Sports Management programs in colleges and universities. You can contact your local colleges and ask for such program. Some states offering such program are Ohio, Florida and Massachusetts.
