Dr. James Naismith invented the game in 1891 for the YMCA. He wanted an indoor game that could be played in the winter months in Massachusetts. The first game was played with a soccer ball and 2 peach baskets with 13 rules for the game. As early as 1893 the game gained popularity and spread. By 1936 it was introduced as an Olympic game in Berlin. Naismith was flown to the games to watch. He died in 1939. Much has changed about the game today including rules, court size, and the ball. The height of the baskets have change to accommodate the taller players.
James Naismith is considered the Father of basketball. He was a Canadian physical education instructor who invented the sport in December 1891. Naismith wrote the original basketball rules and established the foundation for the game that is played today.
The NBA was founded in 1946. Then the American Basketball Association was founded in 1967 and changed some rules of the game and officials were added.

In a game of kickball, it is against the rules to kick the basketball.
It's very difficult to say who actually created the playing rules. Abner Doubleday is usually credited with creating the basic rules of the game. As the game progressed, many rules have been changed or added by commissioners or requested by umpires or other officials. Even today rules still get changed or added (the instant replay for home runs). There is a high possibility that baseball was derived from a much older British game called Rounders.

No, there is no offensive kickball in basketball. Kickball is a separate game from basketball and is not a part of the rules or gameplay in basketball.
The game rules have changed over time since the game began.
