11 postions make up both the offensive and defensive teams. On Defense there are typically 2 safeties, 2 cornerbacks, 3 linebackers, and 4 denesive lineman. Some teams run variations of this such as the 3-4 defense where there are only 3 defensive lineman and 4 linebackers. Safeties and corners are considered Defensive backs so in a Nickle package there are 5 DB's instead of 4 things like that.

That gives you 22 players at least.
3. Now, note that there's usually more than one substitute for a starter. An NFL team should actually handle 2-3 substitutes.
4. An average would be then: 33~44 defensive players per an NFL team.
In 1984, the NFL allowed defensive linemen and linebackers to wear jersey numbers in the 90-99 range, since more teams were making use of the 3-4 defense and thus were quickly exhausting numbers for linebackers, who previously were only allowed to wear numbers in the 50-59 range. Since 2010, defensive linemen are allowed to wear numbers 50-59; this is in part because of the interchangeability of linebackers and defensive ends (a defensive end in a 4-3 defense would be an outside linebacker in a 3-4).

It depends on what formation. On offense you will have a center, two guards, two tackles and a quarterback. You will also have 5 other players that can be runningbacks, tight ends, split ends, and wide recievers. Six of these players must be on the line of scrimmage or you will get a flag for illegal formation. On defence you will have defensive ends, defensive tackles, noseguards, linebackers, cornerbacks, and safties. Defensive ends are on the end of the defensive line. Tackles line up in between the defensive ends. Noseguards line up on the center. Linebackers line up about four yards behind the line. You will usually have a middle linebacker(MLB), a right outside linebacker(ROLB), and a left outside linebacker(LOLB). You will have cornerbacks outside covering wide recievers and split ends. You will have a safety about 10 yards behind the line. You can have two safties. These are the positions run, but one team can only have 11 on the field.
