That was Brian Urlacher of the Chicago Bears who was fined $100,000 for wearing a hat promoting an unauthorized sponsor during Super Bowl XLI media day. As far as a uniform violation during a game, that was $20,000 for Clinton Portis of the Washington Redskins who wore an unauthorized eye shield, socks, and black shoes in a game against the Eagles in 2005. If the shoes are not part of the teams approved uniform, either a black shoe or a white shoe as declared by the team, then yes the NFL can and will fine a player for wearing a pair of brightly colored shoes - unless you are a kicker/punter who are exempt from the rules.
