Hit and run as you know is a very serious offence. Sometimes people panic and the first instinct is to run. If this is the case or the person has a change of heart they should turn themselves in because this will give them more bonus points in court.
Killing someone in an accident is another story. If the person that hit/ran does not stay and assist in the accident or phone for an ambulance can be charged with vehicular man-slaughter. Either way, for the sake of the one who has hit/run it's still best to turn yourself in. It also gives some closure to the victim's family. While one may feel they "got away with it" and all will be well, they do have to live with themselves for the rest of their lives and that can be one heavy load to bear.

You would be subject to fines, jail time, and assuming you have insurance, significant rate increases or being cancelled altogether.
