There is no "legal" age to start professional tennis. However, the ruling bodies of tennis (i.e., ITF, USTA, ATP, and WTA) all have a "player development" program for children and teens, mostly at the grass roots (amateur) level. A discussion on turning pro is available at the USTA website, below.
